Veolia Water has been operating in the Netherlands since 1881 via Rossmark, its subsidiary specializing in the design and build of water treatment facilities.

Since December 2003 Veolia Water, as the leading company in the Franco-Dutch consortium Delfluent, is responsible for the design, construction and financing of a new wastewater treatment plant just outside the Hague at Harnaschpolder for the Delfland Water Board (Hoogheemraadschap van Delfland). In addition to Veolia Water, the consortium comprises Evides, Heijmans, Rossmark, Strukton and Rabobank.
This type of DBFO (Design, Build, Finance, Operate) contract also includes the operating and standards compliance of the existing plant at Houtrust (the Hague) for a period of thirty years.
By 2008 Harnaschpolder will be the largest wastewater treatment plant in Europe complying with the latest European standards (in particular those concerning nitrogen and phosphorus levels).
Delfland and Delfluent signed the very first public private partnership in the water sector in the Netherlands.
