In 1997 after a call for tender the Gabon state awarded the management of the Gabon Energy and Water Company - Société d'Energie et d'Eau du Gabon (SEEG) to Veolia Water who became the majority shareholder with 51% of the capital and with the remaining 49% being held by Gabonese investors.The company provides water and electricity services to main urban and semi-urban districts in Gabon.

The 20 year concession contract covers the production, delivery and supply of drinking water and electricity in the country, primarily in the 3 main cities of Libreville, Port-Gentil and Franceville serving almost one million people including 526,000 people in Libreville.
The contract also provides for SEEG to undertake to make the necessary investment in the water and electricity sectors by:
- improving service quality levels;
- improving supply coverage;
- lowering tariffs.
Since signing the concession in 1997, the Group's committed approach has made it possible to increase connections to the water and electricity services by 50%.
