Arcelor Packaging International (API) - Florange, France Primary metals industry

 

The client

The Arcelor group, created by the merger of Aceralia, Arbed and Usinor, develops its activities in four core businesses : Flat Carbon Steel, Long carbon Steel, Stainless Steel and the Distribution, Transformation and Trading sector.

Located next to three borders (Luxembourg, Belgium and Germany), Florange site enjoys a geographical position that allows supplying all products using all transportation means (rail, road, waterways and sea).
With an annual potential output of 450,000 tonnes, the Florange site is specialized in thin steels products. It also manufactures metal for crown caps.

The client's needs

ISO 9002 et ISO 14001-certified, Arcelor Packaging International Florange (API Florange), employs 800 staff, and is a socially and environmentally aware concern.

API Florange was operating on the Sollac Lorraine site an effluent treatment plant receiving wastewater from both API Florange and Sollac Lorraine manufacturing sites. API Florange wished to transfer the operation of this facility to a third party operator specialized in wastewater treatment, with the following objectives:

  • ­To comply with environmental standards
  • ­To enhance technical performance
  • ­To generate operating cost savings and stabilize them over time

Our solution

Veolia Water made an offer to API Florange, which was accepted, for the management of all the site effluents, including waste oil and wastewater from stripping operations.

The scope of services includes mostly :

  • ­a wastewater retention tank
  • ­a 500-800 m3/hour, physico-chemical plant for chromium reduction
  • ­a waste oil breaking unit allowing to process and discharge 120,000 m3of treated effluent per year.

As part of this contract, Veolia Water invested in a number of systems intended to improve plant efficiency and to meet the pollutants reduction levels that are guaranteed in the contract.
Veolia Water conducts compliance testing tasks as required by the state-of-the-art plant operations, and develops, in coordination with API Florange, an annual maintenance, renewal and replacement program, as necessary to optimize the life-cycle costs of the facility. This document is updated on a monthly and weekly basis.
